I know this sounds too simple - but have you tried right-clicking on Use it!, and saving the link/target? I just tested this in Firefox 3.x and the entire document downloaded correctly. Also tried direct download, and file opened in OOv3.x just fine.
This does not download.
The Use It button opens part of the page in a browser window. The top 1/3 portion is cut off.
I've had this problem downloading templates a lot on this site. Someone please, correct the upload or the download process that is causing this problem.
